Makati Rep. Teodoro Locsin Jr. accuses Maguindanao Rep. Didagen Dilangalen of forum shopping, saying he has filed a case at the Supreme Court and at the same time wanted to question Arroyo over the martial law proclamation. Incensed, Dilangalen says the statement was “preposterous” and asks that Locsin be declared out of order.
House Speaker Prospero Nograles says Dilangalen, as a “member of this House,” has every right to speak. Dilangalen, meanwhile, corrects Locsin for accusing him of forum shopping, saying the term meant filing several cases, and would not apply to the situation in the House.
Session is temporarily suspended.
Pimentel: no such thing to compel her but to make report. The furnishing of colleagues with copy of martial proclamation is not the report.
Enrile: under constitution, pres may report in person or in writing. She reported in writing and facts are enough for us to discuss matter before this chamber. I see no ground to compel the presence of president in this chamber…we should accord her the courtesy of not being…constitution allowed her to report in person or in writing and she did that.
Teddyboy: gentleman…filed petition for revocation of ml in sc…at the same time planning to talk case in joint session. That is forum shopping. Advise him to go to shoemart…goes to others who filed similar cases in sc…although court inhibit for inquiry into factual bases when congress in joint session for that precise…imminently more competent to perform…of legislative branch…not to be trifled with.
Nograles: chair will respond.
Didagen dilangalen: I will answer that statement. Preposterous and out of order.
